Title: Establishes Automatic Voter Registration

Vote to pass a bill that establishes an automatic voter registration system, effective January 1, 2017.

Highlights:

  • Requires a “qualified voter registration agency” to promptly provide the Secretary of State with the necessary information of each citizen who does not decline to register to vote (Sec. 3).
  • Defines “qualified voter registration agency” as the Department of Licensing, the Health Benefit Exchange, or an office that provides public services to individuals with disabilities, which collects the following information from individuals (Sec. 2):
    • Name and date of birth;
    • Traditional or nontraditional residential addresses;
    • A signature attesting to the truth of the information provided; and
    • Citizenship information.
  • Requires the Secretary of State to provide the voter registration information and a digital signature of an individual to the auditor of the county in which the individual is authorized to register (Sec. 5).
  • Specifies that an eligible individual is automatically registered to vote, unless he or she declines to register or to update an existing registration (Sec. 3).
