Title: Amends Public Education Standard Review Processes

Vote to pass a bill that amends public education standards and assessments, effective July 1, 2016.

Highlights:

  • Requires the Kentucky Board of Education to implement a process to review academic standards and assessments every 6 years, beginning in fiscal year 2017-2018 (Sec. 4).
  • Requires a local school district to develop professional growth and development systems based on the statewide framework (Sec. 1).
  • Requires the Department of Education to establish a standards assurance form for a school’s curriculum to describe the integration of state academic standards in arts and humanities, practical living and career studies, and writing (Sec. 4).
  • Requires a school principal, the school council, and the superintendent to sign a standards assurance form by October 1 of each year (Sec. 4).
  • Authorizes a foreign language course, career and technical education course, or computer technology or programming course to fulfill the arts and humanities requirement for high school graduation (Sec. 2).
  • Establishes the Standards and Assessments Recommendations Committee made up of 10 members, including the following individuals (Sec. 4):
    • 3 members appointed by the governor;
    • 3 members of the Senate appointed by the president of the Senate;
    • 3 members of the House of Representatives appointed by the House speaker; and
    • The Commissioner of Education.
