Highlights:

• Establishes parental choice education savings accounts for individuals who transfer their children with disabilities out of the resident public school division (Sec. 1). 

• Requires a resident school division to appropriate 90 percent of special education per pupil funds to a parental choice education savings account (Sec. 1).

• Authorizes an individual with a parental choice education savings account to use funds for items including, but not limited to, the following items (Sec. 1):
• Tuition, fees, or required textbooks at a qualified private school;
• Tutoring services, curriculum, or extracurricular activities;
• A national standardized achievement test; and
