Title: Requires Individuals to Present Certain Identification to Vote

Vote to override a veto of a bill that requires individuals to present certain identification to vote.

Highlights:

  • Requires an individual to present a form of personal identification to election officials in order to vote in a public election (Sec. A).
  • Authorizes certain types of personal identification to vote including, but not limited to, the following (Sec. A):
    • A current Missouri driver’s license;
    • A current Missouri non-driver’s license; and
    • A current photo identification issued by the Missouri National Guard, the Armed Forces, or the Department of Veteran Affairs.
  • Specifies that a document is an authorized form of personal identification if it meets the following requirements (Sec. A):
    • The document contains the name and photograph of the individual;

    • The document was issued by the United States or the state of Missouri.

    • Identification issued by the US government;
    • Identification issued by a Missouri institution of higher learning; or
    • A current utility bill which lists the name and address of the individual.
  • Authorizes a qualified individual without an approved form of personal identification who will not sign the above mentioned statement to vote by provisional ballot, to be counted if the individual returns to the polling place with approved identification or the identity of the individual is otherwise confirmed by the election authority (Sec. A).
  • Requires the state and fee offices to provide 1 free form of personal identification to a qualified individual seeking to vote who does not possess a form of identification (Sec. A).
  • Appropriates state funds to reimburse election authorities for costs associated with the implementation of the provisions of this bill (Sec. A).
  • Requires the state department to provide advance notice of personal identification requirements at polling places through, but not limited to, the following (Sec. A):
    • Advertisements and public service announcements in print, television, radio, and cable television media; and
    • Posting of pertinent information on the opening pages of the official internet websites of the secretary of the state and governor.
  • Specifies that if state funds are not appropriated, election authorities will not enforce the personal identification requirements (Sec. A).

    • The individual is unable to pay for a birth certification or other supporting documents necessary for obtaining an authorized form of personal identification;
    • The individual holds religious beliefs against forms of personal identification; or
    • The individual was born on or before January 1, 1946.
  • Specifies that any individual denied the ability to cast a regular ballot due to lack of photographic identification shall be allowed to vote by provisional ballot (Sec. A).
  • Specifies that if an individual casts a provisional ballot without having his or her identity verified by election judges, the provisional ballot shall not be counted unless the individual returns to the election authority within 3 days after the election and provides a form of personal identification to allow for verification of his or her identity (Sec. A).
  • Requires the state and all fee offices to provide a free form of personal identification to individuals seeking to vote who are without a form of identification and otherwise qualified to vote (Sec. A).
