Title: Denying Firearms and Explosives to Dangerous Terrorists Act of 2015

Vote to adopt an amendment to HR 3762 that authorizes the Attorney General to deny the transfer of firearms to an individual suspected of engaging in terrorism.

Highlights:

  • Authorizes the Attorney General to deny the transfer of a firearm if he or she determines the following information (Sec. 2):
    • The Attorney General determines that the transferee is known or “appropriately suspected” to be engaged in conduct related to terrorism; and
    • The Attorney General has “reasonable belief” that the transferee may use a firearm in connection with terrorism.
  • Specifies that “terrorism” includes international and domestic terrorism (Sec. 2).
  • Authorizes the Attorney General to deny a firearm license application if he or she determines the following information (Sec. 2):
    • The Attorney General determines that the applicant is known or “appropriately suspected” to be engaged in conduct related to terrorism; and
    • The Attorney General has “reasonable belief” that the applicant may use a firearm in connection with terrorism.

NOTE: THIS LEGISLATION NEEDED A THREE-FIFTHS MAJORITY VOTE TO PASS.
