Vote Smart's Synopsis:

Vote to pass a bill that authorizes the export of crude oil and amends certain energy infrastructure regulations.

Highlights:

• Prohibits the federal government from enforcing a restriction on the export of crude oil (Sec. 4003).

• Requires the relevant official to issue a certificate of crossing for a “cross-border segment” no later than 120 days after the final environmental action is taken, unless the official finds that the construction, connection, or operation of the pipeline is not in the public interest (Sec. 2007).

• Defines “cross-border segment” as the portion of a liquid or natural gas pipeline or electric transmission facility that is located at the national border with Canada or Mexico (Sec. 2007).

• Requires the Federal Energy Regulatory Commission to approve of an application to import or export natural gas to or from Canada or Mexico no later than 30 days after receipt of the application (Sec. 2007).

• Requires the Department of Energy to issue a final decision on an application for the authorization to export natural gas no later than 30 days after the conclusion of an environmental review (Sec. 2005).

• Authorizes the Federal Power Commission to exempt a qualified facility associated with a non-powered dam from certain license requirements, if the facility will be constructed and operated to generate hydropower (Sec. 1208).

• Requires the Secretary of Energy to establish a Strategic Transformer Reserve plan to mitigate significant impacts to the electric grid resulting from events including, but not limited to, a cyber-attack or electromagnetic pulse (EMP) attack (Sec. 1105).

• Requires the Secretary of Energy to establish a voluntary Cyber Sense program to identify and promote cyber-secure products intended for use in the bulk-power system (Sec. 1106).
