Title: Department of Defense Appropriations Act, 2016

Vote on a motion to invoke cloture on a bill that appropriates funds to the Department of Defense for fiscal year 2016.

Highlights:

  • Appropriates funds for Overseas Contingency Operations, also known as the Global War on Terrorism, including, but not limited to, the following funds (Title IX):
    • $24.57 billion for Army personnel, operations, and maintenance;
    • $8.39 billion for Navy personnel, operations, and maintenance;
    • $2.43 billion for Marine Corps personnel, operations, and maintenance; and
    • $13.18 billion for Air Force personnel, operations, and maintenance.
  • Appropriates $600 million to the Syria Train and Equip Fund and $715 million to the Iraq Train and Equip Fund to provide training, equipment, and support for Syria and Iraq to counter the Islamic State of Iraq and the Levant (ISIL) (Title IX).
  • Appropriates funds to military personnel for pay, allowances, clothing, and the Military Retirement Fund including, but not limited to, the following departments (Title 1):
    • $37.3 billion to the Army;
    • $26.7 billion to the Navy;
    • $12.6 billion to the Marine Corps; and
    • $26.2 billion to the Air Force.
  • Appropriates $700 million to the Department of Defense for the direct transfer to military personnel accounts (Title VIII, Sec. 8124).
  • Appropriates funds to the Department of Defense for the construction, procurement, and modernization of equipment including, but not limited to, the following funds (Title III):
    • $6.4 billion for Army missile and aircraft procurement;
    • $16.8 billion for shipbuilding and renovation for the Navy; and
    • $14.2 billion for Air Force aircraft procurement, provided that no more than 36 F-35A Joint Strike Fighter airframes are fully funded.
  • Prohibits funds appropriated by the provisions of this bill from being used to transfer or release an individual detained at the naval base in Guantanamo Bay who is not a United States citizen, a member of the armed forces, or who is detained on or after June 24, 2009 (Title VIII, Sec. 8100).
  • Prohibits funds appropriated by the provisions of this bill from being used to divest, retire, transfer, or place in storage an A-10 aircraft (Title VIII, Sec. 8120).
