Title: Limits Use of Funds to Implement New START Treaty

Vote to adopt an amendment to HR 1735 that prohibits funding the New Strategic Arms Reduction Treaty (START) unless certain conditions regarding the Russian Federation are met.
Highlights:
- Prohibits the Department of Defense from using funds appropriated for the 2016 fiscal year to implement the “New START Treaty” unless the President certifies the following information:
- The Russian Federation’s armed forces are no longer occupying Ukrainian territory;
- The Russian Federation is respecting the sovereignty of all Ukrainian territory;
- The Russian Federation is in compliance with the Intermediate-Range Nuclear Forces (INF) Treaty and the Conventional Armed Forces in Europe (CFE) Treaty;
- The Russian Federation has lifted its suspension of Russian observance of its treaty obligations; and
- The Russian Federation is acting in a manner that is consistent with the New START Treaty requirements.
- Defines “New START Treaty” as the treaty between the United States and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms.
