Title: 2015-2017 Biennium Budget

Vote to adopt a conference report that appropriates funds for fiscal years 2015-2016 and 2016-2017.

Highlights:

  • Requires an individual who participates in the “healthy Ohio program” to contribute annually to his or her “buckeye account” 2 percent of his or her annual income or $99, whichever is less (Sec. 5166.402).
  • Defines “healthy Ohio program” as a Medicaid waiver component in which individuals contribute to modified health savings “buckeye accounts” (Sec. 5166.40).
  • Increases the sales tax on cigarettes from 6.5 cents per cigarette to 8 cents per cigarette (Sec. 5743.02).
  • Prohibits a local hospital from being further than 30 miles from an ambulatory surgical facility with the following conditions (Sec. 3702.3010):
    • The facility has a written transfer agreement with the hospital; or
    • The facility has consulting physicians with admitting privileges at the hospital.
  • Repeals the authorization of a journalist to view the name, county of residence, and date of birth of each individual who has been issued a concealed handgun license (Sec. 2923.129).
  • Authorizes the board of trustees of a state university to submit a request to the chancellor of higher education to increase the tuition and fees of the in-state undergraduate program, effective September 29, 2017 (Sec. 3345.48).
  • Repeals the requirement that a licensed manufacturer or wholesaler of fireworks obtain a signed statement of acknowledgement from the purchaser that he or she is responsible for any illegal use of fireworks (Secs. 3743.07-3743.45).
