Highlights:

  • Requires the North Carolina Historical Commission to approve or deny the removal, relocation, or alteration of a monument, memorial, or work of art owned the state, except in the following circumstances (Sec. 3):
    • The object is a highway marker;
    • The object is owned by a private party and is located on public property; or
    • The object has been determined by a building inspector to pose a threat to public safety.
  • Specifies that an “object of remembrance” located on public property may not be permanently removed and may only be relocated, whether temporarily or permanently, to a site of similar prominence, honor, visibility, availability, and access (Sec. 3).
  • Defines an “object of remembrance” as a monument, memorial, plaque, statue, marker, or display of a permanent character that commemorates an event, individual, or military service that is part of North Carolina’s history (Sec. 3).
