Title: Amends State Health Insurance Program

Vote to pass a bill that amends the state group health insurance program.

Highlights:

  • Amends monthly health insurance premiums paid by enrollees of the state group insurance program to the following amounts, effective 2016 (Sec. 4):
    • Increases the premium for the standard health maintenance organization (HMO) plan to $60 for individual coverage and $200 for family coverage;
    • Decreases the premium for the standard preferred provider organization (PPO) plan to $45 for individual coverage and $170 for family coverage; and
    • Decreases the premium for a high-deductible health plan to $25 for family coverage for an employee with agency pay-all benefits.
  • Establishes benefit levels for health plans under the state group insurance program, effective 2018, including the following levels (Sec. 1):
    • Platinum level, in which 90 percent of costs are reimbursed;
    • Gold level, in which 80 percent of costs are reimbursed;
    • Silver level, in which 70 percent of costs are reimbursed; and
    • Bronze level, in which 60 percent of costs are reimbursed.
  • Requires the Department of Management Services to establish a 3-year price transparency pilot project with certain provisions including, but not limited to, the following provisions (Sec. 2):
    • The prices of 20 to 50 commonly-utilized diagnostic and surgical procedures are published on the department website; and
    • A participating enrollee who selects a procedure at a price below the published price is reimbursed 50 percent of the difference.
  • Requires the department to hire an independent benefits consultant to perform duties including, but not limited to, assessing insurance benefit trends and analyzing the state group insurance program (Sec. 3).
