Vote to concur with House amendments and pass a bill that establishes targets for the production and use of renewable energy.

Highlights:

  • Amends the California Renewables Portfolio Standard Program which requires a publicly owned electric utility to increase the percentage of its sales that come from “eligible renewable energy resources” to the following amounts (Secs. 20 & 24):
    • 25 percent of retail sales by December 31, 2016;
    • 33 percent of retail sales by December 31, 2020;
    • 40 percent of retail sales by December 31, 2024;
    • 45 percent of retail sales by December 31, 2027; and
    • 50 percent of retail sales by December 31, 2030.
  • Defines “eligible renewable energy resources” as an electrical generating facility that uses, but is not limited to, biomass, solar thermal, photovoltaic, and wind energy production techniques (Sec. 30).
  • Requires the Energy Commission, on or before January 1, 2017, to update the program at least once every 3 years to double the energy efficiency of existing buildings by January 1, 2030 (Sec. 8).
