Vote to pass a bill that authorizes child care workers to form unions.

Highlights:

• Authorizes child care providers to form a bargaining unit or union by creating “certified provider organizations” (Sec. 2).

• Defines a “certified provider organization” as an organization made up of family child care providers and is their exclusive representative in relations with public or private entities (Sec. 2).

• Specifies that there may only be 1 statewide bargaining unit at any time consisting of any of the following entities (Sec. 2):
• All family child care providers in the state;
• All licensed family day care home providers; or
• All individuals who provide childcare in his or her own home and are exempt from licensing requirements of the Health and Safety Code.

• Authorizes child care providers to be added to the bargaining unit by showing a 30 percent interest of the proposed providers (Sec. 2).

• Requires a certified child care organization to establish a partnership on child care training, education, and quality improvement made up of representatives from the organization and designees of the governor to oversee expenditures and provide recommendations to the organization (Sec. 2).
