• Authorizes an individual or organization to decline to solemnize or provide services for a marriage based on a religious belief, including the following individuals and organizations (Sec. 1):
• A religious organization;
• An organization controlled by or in connection with a religious organization;
• An employee of a religious organization; and
• A member of the clergy or minister.

• Prohibits the state from bringing a civil or criminal action against an individual or organization that declines to perform marriage services pursuant to the provisions of this bill (Sec. 1).
