Title: 2015-2016 Health and Human Services Budget

A vote to pass a bill that appropriates funds to the Department of Health and Human Services for the 2015-2016 fiscal year and repeals the MinnesotaCare program.

Highlights:

  • Repeals the MinnesotaCare program, effective January 1, 2016 (Art. 2).
  • Requires the Commissioner of Commerce to consult with the Board of Directors of MNsure and the MNsure Legislative Oversight Committee and develop a proposal that includes the following authorizations (Art. 3):
    • Authorizes an individual to purchase qualified health plans outside of MNsure directly from a health plan company; and
    • Authorizes an eligible individual to receive advanced premium tax credits and cost-sharing reductions when purchasing a plan.
  • Requires the commissioner to seek any federal waivers and approvals necessary to implement the proposal (Art. 3).
  • Requires the Commissioner of Human Services to issue a request for eligibility verification audit services that complete the following tasks (Art. 1):
    • The audit services conduct an eligibility verification audit of all health and economic assistance program recipients;
    • The audit services identify any ineligible recipients; and
    • The audit services identify a process for ongoing eligibility verification of health and economic assistance program recipients and applicants.
