  • Requires the Secretary of California Health and Human Services to apply to the United States Department of Health and Human Services for a waiver to authorize individuals otherwise not able to obtain coverage due to immigration status obtain coverage from the Exchange provided he or she pays the cost of the coverage without federal assistance (Sec.2).
  • Authorizes an individual less than 19 years of age who otherwise fulfills the requirements for full-scope Medi-Cal benefits except for his or her immigration status, to be eligible for the benefits (Sec. 3).
  • Authorizes an individual 19 years of age or older who otherwise fulfills the eligibility requirements for full-scope Medi-Cal benefits except for his or her immigration status, to be eligible for the benefits (Sec. 3).
  • Specifies that if sufficient funding is not available for an individual 19 years of age or older to receive full-scope Medi-Cal benefits, the individual shall be eligible for limited-scope Medi-Cal benefits (Sec. 3).
  • Specifies that the department has the authority to determine the eligibility for full-scope benefits for an individual 19 years of age or older (Sec. 3).
