Title: Prohibits Powdered Alcohol

Vote to concur with House amendments and pass a bill that prohibits powdered alcohol, effective immediately.

Highlights:

  • Prohibits an individual from consuming, purchasing, possessing, selling, offering for sale, or distributing “powdered alcohol” (Sec. 1).
  • Defines “powdered alcohol” as a powdered or crystalline substance that contains any alcohol for direct use or reconstitution (Sec. 1). 
  • Exempts certain entities from using powdered alcohol for legal commercial use or bona fide research purposes, including, but not limited to, the following entities (Sec. 1):
    • A state institution;
    • An accredited educational or research institution; or
    • A pharmaceutical or biotechnology company.
  • Classifies a violation of the provisions of this bill as a misdemeanor (Sec. 1).

NOTE: The Legislature originally sent this bill to a conference committee to resolve differences between versions. The conference committee recommended that the last chamber reconsider the bill with previous amendments.
