Highlights:

• Establishes a surcharge of $0.01 per gallon on refined fuel sold, transferred, or used in the state circumstances (Sec. 2).

• Exempts the following refined fuels (Sec. 2):
• Fuel sold to a federal or state government agency for official use;
• Fuel refined and used outside the United States;
• Fuel that is bonded;
• Fuel sold or transferred between qualified dealers of refined fuel;
• Fuel used for aviation; and
• Liquefied petroleum gas.
