Vote to pass a bill that requires public employers to provide notice in detail of a proposed collective bargaining agreement.

Highlights:

• Requires public employers to provide a public notice prior to signing a “collective bargaining agreement” proposed by “public employees” (Sec. 3).
• Defines “collective bargaining agreement” as terms of bargaining between a public employer and an employee organization covering employee wages, benefits, and working conditions (Sec. 2).
• Defines “public employee” as an individual employed by a public employer (Sec. 2).
• Requires that the public notice contain the following information: (Sec. 3)
• A statement of the terms of the proposed collective bargaining agreement; and
• An estimate of the cost to the public employer of the proposed collective bargaining agreement.
• Requires public employers to post the public notice on the public employer’s publicly accessible website within 48 hours of receiving a proposed collective bargaining agreement (Sec. 4).
• Requires that the public notice be posted on the public employer’s publicly accessible website beginning at least 2 weeks prior to signing the proposed collective bargaining agreement, and continuing for at least 30 days after signing the proposed collective bargaining agreement (Sec. 3).
• Exempts certain individuals from the definition of public employee including, but not limited to, the following individuals (Sec. 2):
• Elected officials;
• Appointees of the Governor; and
• Management-level employees.
