Vote to pass a bill that requires a cost analysis of collective bargaining agreements.

Highlights:

• Requires the Office of Administration and the Office of the Budget to submit a cost analysis for each proposed collective bargaining agreement to the state’s Independent Fiscal Office 10 business days prior to its execution (Secs. 1 & 2)
• Requires the cost analysis to compare the collective bargaining agreement currently in effect with projections for the proposed collective bargaining agreement for the current and 5 subsequent fiscal years (Sec. 1).
• Requires the cost analysis to include the following information (Sec. 2):
• The number of employees covered by the agreement;
• The amount of the wages and salaries;
• The amount of employer costs for employee benefits, including pension contributions;
• The changes to paid leave, working hours, working conditions or any other term
• of employment in the proposed collective bargaining agreement and the projected cost of such changes; and
• The data, assumptions, and methodology used to make the projections.
