Vote to pass a bill that amends regulations regarding "profiling" by law enforcement officers.

Highlights:

• Defines “profiling” as the practice of relying on race, ethnicity, color, national origin, nationality, language, sex, gender identity, sexual orientation, socioeconomic status, age, or disability in the following circumstances (Sec. 1):
• When selecting an individual for investigatory activities, including, but not limited to, detentions, pedestrian stops, and searches; or
• When determining the scope of investigation or law enforcement activity to which an individual will be subjected.

• Prohibits a law enforcement officer from detaining or questioning an individual beyond the time necessary to issue a citation, enforce a court order, or address a violation of criminal law, unless a “reasonable and articulable” suspicion exists (Sec. 1).

• Authorizes a law enforcement agency or officer to rely on physical descriptions, including, but not limited to, sex, race, and ethnicity, to investigate an individual in the following circumstances (Sec. 1):
• When the agency or officer is seeking to apprehend a specific suspect; and
• When “trustworthy” information exists that links that individual to a crime.

• Specifies that evidence obtained in violation of the provisions of this bill is not admissible in a judicial proceeding (Sec. 1). 

• Requires a law enforcement agency to host a profiling training session to educate officers on community relationship building and alternatives to profiling, if an officer violates the provisions of this bill (Sec. 1).
