Title: Establishes Legislative Redistricting Commission

Vote to pass a bill that establishes a Legislative Advisory Commission on Reapportionment and Redistricting.

Highlights:

  • Establishes the Legislative Advisory Commission on Reapportionment and Redistricting to propose to the legislature a plan for redistricting and reapportionment of districts represented by the following elected officials (Secs. 6 & 7):
    • The members of the state legislature;
    • The members of the U.S. House of Representatives;
    • The members of the Board of Regents of the University of Nevada; and
    • The members of any other state board whose members are required by law to be elected from districts apportioned according to population.
  • Requires the commission to submit 3 different reapportionment plans to the legislature with appropriate maps as soon as possible during the legislative session in the following year after the decennial census is conducted (Sec. 13).
  • Specifies that the commission is required to consist of the following members to be appointed before the adjournment of the previous year’s legislative session on a year in which a decennial census is held (Secs. 7 & 12):
    • One member appointed by the Majority Leader of the Senate;
    • One member appointed by the Minority Leader of the Senate;
    • One member appointed by the Speaker of the Assembly; and
    • One member appointed by the Minority Leader of the Assembly.
  • Establishes certain guidelines that the commission is required to consider when redistricting and reapportioning a district, including, but not limited to, the following guidelines (Sec. 11):
    • The district must be geographically contiguous;
    • The district cannot be drawn to favor or disfavor a political party; and
    • The district must use existing political and geographical boundaries where feasible.
  • Prohibits a member of the commission from holding elected office during the term on the commission (Sec. 7).
  • Prohibits a member of the commission from running for elected office, except for a U.S. House of Representatives’ office, in a district for which the commission is authorized to reapportion for a period of 5 years after the member’s final date of service (Sec. 7).
  • Specifies that a member of the commission serves without compensation except for per diem allowances and reimbursement for travel expenses while engaged in official business of the commission (Sec. 8).
  • Requires the commission, after the appointment of its members, to meet by July 1 of the even-numbered year in which a decennial census is conducted (Sec. 12).
