Title: Prohibits "Aggressive" Solicitation

Vote to concur with House amendments and pass a bill that prohibits aggressive forms of solicitation.

Highlights:

  • Prohibits an individual from “aggressively” soliciting money, objects of value, and the sale of goods or services (Sec. 2).
  • Defines “aggressive” solicitation as solicitation that occurs in, but not limited to, the following scenarios (Sec. 2):
    • Within 15 feet of a bank entrance, exit, or ATM if the individual soliciting does not have permission from the property owner to be on the premises; 
    • By intentionally making physical contact in the course of the solicitation without the consent of the individual being solicited;
    • By approaching or following the individual being solicited in a manner that is intended or likely to cause fear of imminent bodily harm;
    • In a manner that is intended or likely to intimidate the individual being solicited into responding affirmatively to the solicitation;
    • By intentionally obstructing the passage of the individual being solicited; or
    • By continuing to solicit an individual after he or she has clearly communicated a request that the solicitation stop.
  • Classifies a violation of the provisions of this bill as a petty offense (Sec. 2).
