Title: Prohibits Sexual Orientation Conversion Therapy on Minors

Vote to pass a bill that prohibits the performance of sexual orientation or gender identity "conversion therapy" on minors.

Highlights:

  • Prohibits a licensed physician specializing in psychiatry or a registered mental health care provider from performing sexual orientation or gender identity “conversion therapy” on an individual under 18 years of age (Secs. 2 & 4).
  • Defines “conversion therapy” as any practice by a licensed physician or mental health care provider that seeks to change an individual’s sexual orientation or gender identity, including, but not limited to, the following practices (Secs. 1 & 3):
    • An attempt to eliminate or reduce sexual or romantic feelings toward an individual of the same sex; and
    • An attempt to change gender behavior or expression.  
  • Specifies that the provisions of this bill do not apply to certain therapies, including, but not limited to, the following therapies (Secs. 1 & 3):
    • Therapy that includes sexual orientation-neutral information to address unlawful conduct or unsafe sexual practices;
    • Therapy that provides acceptance and understanding for an individual’s gender identity exploration or development; and
    • Therapy that provides assistance to an individual undergoing a gender transition.
  • Specifies that the provisions in this bill will take effect 90 days after the adjournment of the general assembly unless a referendum petition is filed against the act, in which case the provisions in this bill will take no effect until the official declaration of the vote by the governor (Sec. 5).
