Title: Amends Citizens Clean Elections Fund

Vote to pass a concurrent resolution that submits a constitutional amendment to the voters that amends the Citizens Clean Elections Fund and reappropriates the funds therein to the Department of Education.

Highlights:

  • Repeals the Citizens Clean Elections Commission and other provisions of the Citizens Clean Elections Act relating to the clean elections system (Secs. 2, 4 & 6).
  • Requires the state treasurer to annually transfer money in the Citizens Clean Elections fund to the Department of Education for an equitable per-pupil distribution to school districts and charter schools for maintenance and operation purposes (Sec. 3).
  • Specifies that an additional surcharge of 10 percent will continue to be imposed on certain civil and criminal fines and penalties and deposited into the fund (Sec. 5).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER FOR PASSAGE. AN AMENDMENT MAY ALSO BE PROPOSED BY INITIATIVE PETITION. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
