Title: 2015-2016 Budget Reconciliation

Vote to pass a bill that transfers certain funds to the General Revenue Fund for the purpose of budget reconciliation, effective immediately.

Highlights:

  • Transfers $1.32 billion to the General Revenue Fund from certain designated funds, including, but not limited to, the following transfers (Sec. 15):
    • $250 million from the Road Fund;
    • $200 million from the Local Government Tax Fund;
    • $98 million from the Illinois Power Agency Renewable Energy Resources Fund; and
    • $70 million from the Downstate Transit Improvement Fund.
  • Reduces the reimbursement rate or dispensing fee of providers of certain services by an amount equivalent to a 2.25 percent reduction in appropriations from the General Revenue Fund for the medical assistance program, including, but not limited to, the following services (Sec. 25):
    • Nursing facility services;
    • Home health care;
    • Children’s Habilitation Center services; and
    • Supportive living facility services.
  • Exempts a rate or payment paid to a provider that is operated by a unit of local government providing the non-federal share of such services (Sec. 25).
  • Requires the rate or payment reduction to be applied uniformly across each group, class, subgroup, or category of providers to the extent practical (Sec. 25).
  • Specifies that the provisions of this bill will not go into effect unless HB 317 becomes law (Sec. 99).
