Title: Authorizes Casino Gaming
Vote to pass a bill that authorizes the selection and operation of 2 new casinos and establishes regulations for the gaming industry.
Establishes the New Hampshire Gaming Commission and places under its jurisdiction the following commissions (Secs. 3 & 4):
The State Lottery Commission; and
The State Racing and Charitable Gaming Commission.
Authorizes the New Hampshire Gaming Commission to license 2 casinos with video slot machines and table games under the following conditions (Sec. 14):
The commission may issue 1 “category 1 gaming license” and 1 “category 2 gaming license” for 2 separate gaming locations;
The “category 1 gaming license” must authorize at least 80, but no more than 160, table games and at least 2,000, but no more than 3,500, slot machines; and
The “category 2 gaming license” must authorize at least 25, but no more than 80, table games and at least 75, but no more than 1,500, slot machines.
Establishes the Gaming Enforcement Unit under the Division of State Police, which has primary investigative authority for violations of the provisions in this bill (Sec. 8).
Establishes the “Gaming Regulatory Fund” as a non lapsing treasury fund to be continually appropriated by the New Hampshire Gaming Commission (Sec. 18).
Requires the gaming licensee to remit to the state treasurer 35% of gross slot machine revenue and 18% of gross table game revenue (Sec. 48).
Specifies that proceeds from slot machines and table games will go towards operating the New Hampshire Gaming Commission and the Gaming Enforcement Unit (Sec. 18).
Authorizes a percentage of the proceeds from gross income to be distributed in the following manner (Sec. 48):
3% of the revenue of the gaming licensee to the host community;
1% of the revenue of the gaming licensee to the host county; and
1% of revenue to the Department of Health and Human Services to support programs addressing gambling problems and the related disorders of drug and alcohol addiction.
