  • Requires a TNC to conduct a local and national criminal background check and  to obtain and review a driving history research report for an individual applying to be a TNC driver (Sec. 1).
  • Requires a TNC and its drivers to comply with applicable state requirements for automobile liability insurance (Sec. 1).
  • Requires a TNC to implement a zero tolerance policy for drug and alcohol use while a driver is providing TNC services or logged into the TNC’s digital network (Sec. 1). 
  • Prohibits a TNC driver from soliciting or accepting street hails (Sec. 1).
  • Prohibits a municipality or other local entity from imposing tax, licensing, entry, operational or other requirements on a TNC or its drivers (Sec. 1).
