Vote to pass a bill that establishes parental rights in education.

Highlights:

• Specifies that a student’s parent or guardian is the primary individual responsible for the education of the student, and the state is in a secondary and supportive role to the parent or guardian (Sec. 1).

• Requires a school district or public charter school to consult with parents, teachers, and administrators to adopt a policy that promotes the involvement of parents and guardians of students through the following components (Sec. 1):
• A plan for parent participation in the school that is designed to improve parent and teacher cooperation in areas such as homework, attendance, and discipline;
• A process by which a parent can review the learning materials of the course of study for his or her child; and
• A process by which a parent can withdraw his or her child from an activity, class, or program in which the learning material or activity “harms” the child or impairs the parent’s “firmly held beliefs, values, or principles”.

• Requires a school district or public charter school to annually notify an enrolled student’s parents or guardians of their rights (Sec. 1).
