Title: Establishes Medicaid Expansion Pilot Program

Vote to pass a bill that establishes a 2 year pilot program to expand medicaid eligibility.

Highlights:

 

  • Establishes a 2-year pilot program to expand Medicaid coverage to the “adult expansion population” (Sec. 1).

  • Defines “adult expansion population” as individuals that are at or below 138% of the federally defined poverty level, and are not otherwise eligible for Medicaid as “mandatory categorically needy individuals” (Sec. 1).

  • Authorizes individuals who are exempt from mandatory medical coverage under the Patient Protection and Affordable Care Act to accept a health insurance premium subsidy (Sec. 3).

  • Requires the Utah Department of Health to obtain waivers from the United States Department of Health and Human Services to provide services including, but not limited to, the following: (Sec. 1).

    • Health insurance premium subsidies for adult expansion population and medically exempt individuals;

    • Flexibility to select a health plan; and

    • Services to look for and obtain employment.

  • Requires the Utah Department of Health to report the following information to the state’s legislature by July 1, 2017 (Sec. 1):

    • The percentage of participants employed, in training, or participating in a work search program;

    • Program enrollment categorized by employer sponsored plans, premium assistance plans, and the medically exempt; and

    • The annual cost per enrollee.

  • Specifies that health insurance benefits provided to the adult expansion population will be repealed on either July 1, 2017 or when federal funding to insure the adult expansion population is reduced, whichever occurs first (Secs. 1 & 2).
