Title: Increases Motor Fuel Tax and Amends Transportation Funding

Vote to pass a bill that increases the motor fuel tax and amends transportation funding.

Highlights:

  • Increases the motor fuel tax by the following amounts (Secs. 101-103):
    • $0.07 per gallon, beginning August 1, 2015; and
    • $0.049 per gallon, beginning July 1, 2016.
  • Authorizes a regional transit authority to fund transportation projects through certain voter approved tax increases including, but not limited to, the following increases (Secs. 318-321):
    • A property tax increase;
    • A sales and use tax increase; and
    • An excise tax increase.
  • Establishes the Connecting Washington Account to be used for authorized transportation projects, which shall be funded by certain taxes and fees, including, but not limited to the following fees (Secs. 104-108, 202, 206-209 & 213):
    • A portion of vehicle weight fees;
    • A portion of commercial driver’s license fees; and
    • A portion of enhanced driver’s license fees.
  • Appropriates any revenue from low carbon fuel standards to the Connecting Washington Account rather than the “multimodal transportation account,” effective immediately (Secs. 202 & 206-208).
  • Establishes the Puget Sound Taxpayer Accountability Account funded by sales and use fees (Sec. 422).
  • Specifies that the Puget Sound Taxpayer Accountability Account will be used for educational services to improve outcomes in early learning, K-12, and higher education for individuals, including, but not limited to, low-income or homeless youths or youths in foster care (Sec. 423).

Title: Increases Gas Tax and Amends Transportation Funding

Vote to pass a bill that increases the gas tax and amends funding for certain transportation projects.

Highlights:

  • Increases the motor fuel tax by the following amounts (Secs. 101-103):
    • $0.05 per gallon, beginning July 1, 2015;
    • $0.042 per gallon, beginning July 1, 2016; and
    • $0.025 per gallon, beginning July 1, 2017.
  • Establishes the Connecting Washington Account for certain taxes and fees to be used for authorized transportation projects and improvements, including, but not limited to, the following fees (Sec. 106):
    • A portion of vehicle weight fees;
    • A portion of commercial driver’s license fees; and
    • A portion of enhanced driver’s license fees.
  • Specifies that the provisions of this bill will not take effect unless the following bills are enacted by June 30, 2015 (Secs. 101-113, 201, 202, 204, 206-216, 301, 302, 304-318, 403 & 405):
    • SB 5991;
    • SB 5992;
    • SB 5994;
    • SB 5995;
    • SB 5996; and
    • SB 5997.
