Vote to pass a bill that repeals the Oregon Health Insurance Exchange Corporation.
Highlights:
- Repeals the Oregon Health Insurance Exchange Corporation and its board of directors (Secs. 1 & 2).
- Transfers the duties and functions of the Corporation to the Department of Consumer and Business Services, including, but not limited to, the following tasks (Secs. 2 & 17):
- Administering a health insurance exchange in accordance with federal law to make qualified health care plans available to individuals and groups; and
- Providing information in writing, through an Internet-based clearinghouse, and a toll-free telephone line to assist individuals and small businesses with making health insurance decisions.
- Establishes the Health Insurance Exchange Fund for the purpose of appropriating funds to the department for expenses related to the administration of the health exchange (Sec. 14).
- Transfers remaining funds authorized for use by the Health Insurance Exchange Corporation to the Health Insurance Exchange Fund (Sec. 4).
- Establishes the Health Insurance Exchange Advisory Committee to advise the Department of Consumer and Business Services in the development and implementation of health insurance exchange policies and operational procedures (Sec. 13).
