Title: Prohibits the Use of Public Funds for Abortion Services

Vote on a motion to declare a bill inexpedient to legislate that prohibits the state from funding organizations that perform abortions, effective January 1, 2016.

Highlights:

  • Prohibits the state from using public funds for facilities that assist or provide abortions services or the training to perform abortions (Sec. 2).
  • Prohibits an organization from using funds provided by the state to perform or promote abortions, provide counseling in support of abortions, or to make referrals for abortions (Sec. 2). 
  • Prohibits the Department of Health and Human Services from using family planning funds to pay direct or indirect costs of performing, inducing, referring for, or counseling in support of abortions, including, but not limited to, the following costs (Sec. 2):
    • Administrative expenses;
    • Employee salaries;
    • Rent; and
    • Utilities.
  • Prohibits the state from providing family planning funds to individuals or organizations that perform, induce, refer for, or counsel in support of abortions (Sec. 2).
  • Prohibits the use of a public facility or public equipment for the purpose of performing or assisting an abortion (Sec. 2).
  • Prohibits the use of public funds for a research project that involves the performance of an abortion or the investigation of fetal tissue obtained from an abortion (Sec. 2).
  • Specifies that the provisions of this bill do not apply to an abortion when the patient’s life is in danger or when the pregnancy is a result of incest or rape (Sec. 2).
