Vote to pass a bill that transfers $100,000 to the Rules Review Commission and $275,000 to the Academic Standards Review Commission.

Highlights:

• Requires the State Board of Education to transfer $100,000 to the Rules Review Commission to pay for litigation expenses in the defense of North Carolina State Board of Education v. The State of North Carolina and The Rules Review Commission (Sec. 1).

• Requires the Department of Public Instruction to transfer $275,000 to the Department of Administration to support the operations of the Academic Standards Review Commission (Sec. 2).

• Prohibits the Academics Standards Review Commission from using the transferred funds to conduct or contract for surveys relating to the adoption of academic standards (Sec. 4). 

• Requires 26.5 percent of the funds in the Coal Combustion Residuals Management Fund to be used by the Coal Ash Management Commission and the remainder to be used by the Department of Environment and Natural Resources, effective July 1, 2014 (Sec. 7).

• Appropriates $630,000 from the Coal Combustion Residuals Management Fund to the Department of Public Safety to support 5 positions created in the Division of Emergency Management for the 2014-2015 fiscal year, effective July 1, 2014 (Sec. 8).
