Title: Authorizes the Sale of Alcohol until 4 a.m.

Vote to pass a bill that authorizes local government to permit the sale of alcohol until 4 a.m. on weekends at certain locations.

Highlights:

  • Authorizes a city, village, or township to authorize the issuance of extended hours permits to on-premises liquor license holders to sell or furnish alcohol between the hours of 2 a.m. and 4 a.m. on Saturday and Sunday if the local legislative body approves an extended hours resolution by a majority vote (Sec. 1).
  • Authorizes the Liquor Control Commission to grant an on-premises licensee an extended hours permit if the licensee is able to demonstrate each of the following (Sec.1):
    • The licensee has received documented approval for an extended hours permit from the local government; and
    • The licensee’s place of business is located within a “central business district.”
  • Specifies that the local legislative body has 90 days upon receipt to approve or deny an on-premises licensee’s application for an extended hours permit (Sec. 1).
  • Authorizes the Liquor Control Commission to approve or deny an on-premises licensee’s application if the local legislative body has not approved or denied the application within 90 days (Sec. 1).
  • Establishes a fee of $10,000 for the application or renewal of an extended hours permit (Sec. 1).
  • Establishes the “Extended Hours Permit Fund” within the State Treasury to distribute application and renewal fees from extended hours on-premises liquor licenses to the following entities (Sec. 1):
    • 85 percent to local police departments based on the number of permits issued within each city for the enforcement of the provisions of this bill;
    • 10 percent to the Liquor Control Commission for the administration and enforcement of the provisions of this bill; and
    • 5 percent to local governments based on the number of permits issued within each city.
  • Requires the licensee to have at least one security person at the licensed premises from the hours of 11 p.m. to 4 a.m. on Friday and Saturday nights (Sec. 1).
