• Prohibits a 4-year public institution of higher education or independent institution of higher education from requiring a student to purchase a meal plan (Sec. 1).

• Requires a meal plan offered by an institution of higher education to be in the form of a spending allowance that acts as a debit system (Sec. 1).

• Requires funds remaining in a student’s allowance at the end of a semester to be refunded to the student or applied to the student’s spending allowance for the next semester (Sec. 1).

• Exempts a 4-year independent institution with a total endowment of at least $1 billion from the provisions of this bill (Sec. 1).
