Title: Amends Groundwater Laws

Vote to concur with Senate amendments and pass a bill that amends groundwater laws.

Highlights:

  • Authorizes the California State Water Resources Control Board to designate a water basin as a probationary basin if certain criteria including, but not limited to, the following criteria apply to the basin (Sec. 1):
    • After June 30, 2017, a local agency has not elected to be a groundwater sustainability agency for the entire basin;
    • After January 31, 2020, a groundwater sustainability agency has not adopted a groundwater sustainability plan for the entire basin;
    • After January 31, 2020, the groundwater sustainability plan is “inadequate”.
  • Requires a groundwater sustainability agency to submit a groundwater sustainability plan to the Department of Water Resources for review every 5 years (Sec. 18).
  • Authorizes the California State Water Resources Control Board to develop an interim plan for a probationary basins if a local agency has not remedied a deficiency in the basin (Sec. 19).
  • Authorizes a groundwater sustainability agency to implement certain fees to fund the costs of a groundwater sustainability plan including, but not limited to, permit and extraction fees (Sec. 16).
  • Specifies that this bill shall only become effective if Senate Bill 1168 of the 2013-2014 Regular Session is enacted and becomes effective (Sec. 23).
