Highlights:

• Authorizes the Clerk of Superior Court to determine which information should be transmitted to the National Instant Criminal Background Check Service (NICS) in order to determine whether an applicant may obtain a firearm permit (Sec. 23).

• Requires that the Clerk of the Superior Court to transmit the selected information to NICS within 48 hours of the determination in order to determine whether an applicant may obtain a firearm permit (Sec. 23).

• Exempts the partnership between the Department of Commerce and the Economic Development Partnership of North Carolina from the state non-profit contracting statute (Sec. 57).

Vote Smart's Synopsis:

Vote to pass a bill that amends technical language in education, firearm, and economic provisions.

Highlights:

• Prohibits the Board of Education from establishing conditions that restrict the membership of the Board of Directors of nonprofit agencies that operate charter schools (Sec. 49).

• Requires the Board of Directors of nonprofit agencies that operate charter schools to adopt a conflict of interest policy for its members (Sec. 49). 

• Requires the Administrative Office of the Courts to review the feasibility of requiring the clerks of the court to keep a record of judicial determinations that are disqualifying conditions for obtaining a firearm permit and submit this information to the National Instant Background Check System (Sec. 23). 

• Requires a business to be considered eligible for a grant from the Job Maintenance and Capital Development Fund if the business is a “large manufacturing employer” that meets certain requirements, including, but not limited to, maintaining 800 full-time employees if the project is located in a development tier 2 area with a population of less than 60,000 individuals (Sec. 57).

• Specifies that unpatented, unpublished, or non-copyrighted research information of a proprietary nature that has been produced by or for a state institution of higher learning conducting commercial, scientific, or technical research is not public record (Sec. 52).
