Vote to pass a bill that appropriates additional funds to the Department of Homeland Security, the Department of Justice, and the Department of Defense for the fiscal year ending September 30, 2014.

Highlights:

  • Appropriates $71 million to the Department of Homeland Security for the following expenses related to unaccompanied undocumented children at the Southwest border of the United States (Div. A, Title I):
    • For apprehending, transporting, and sheltering purposes;
    • For enforcement of customs and immigration law; and
    • For custody, transportation, and removal operations.
  • Appropriates $22 million to the Department of Justice for the following expenses related to the Southwest border of the United States (Div. A, Title III):
    • For temporary immigration judges; and
    • For “technology” for judges to expedite the adjudication of immigration cases.
  • Requires the Attorney General of the United States to designate up to 40 immigration judges to remain in effect for the duration of the “humanitarian crisis” at the Southern border within 14 days of the enactment date of this Act (Div. B, Title I, Sec. 103).
  • Requires removal proceedings for an unaccompanied and undocumented child to include a hearing before an immigration judge not later than 14 days after being screened (Div. B, Title I, Sec. 101).
  • Requires an unaccompanied undocumented child who is deemed inadmissible to the United States to be returned to his or her country of nationality, whereas existing law only required an unaccompanied undocumented child from contiguous countries to be returned (Div. B, Title I, Sec. 101).
  • Specifies that removal proceedings for undocumented children shall give priority to the child who has most recently arrived in the United States (Div. B, Title I, Sec. 102).
  • Appropriates the following amounts for Army National Guard expenses related to the Southwest border of the United States (Div. A, Title II):
    • $47.42 million for personnel; and
    • $15.81 million for operation and maintenance.
  • Appropriates the following amounts for Air Force National Guard expenses related to the Southwest border of the United States (Div. A, Title II):
    • $2.26 million for personnel; and
    • $4.52 million for operation and maintenance.
  • Requires the Secretary of the Department of Defense to transfer to the Department of Homeland Security up to $35 million for the purpose of reimbursing states for the cost of any personnel of the National Guard deployed to the Southern border (Div. A, Title II, Sec. 202).
