Vote to pass a bill that establishes a prenatal care program for women who are non-citizen individuals.

Highlights:

• Establishes a prenatal care program to provide prenatal care for women who are ineligible for medical care coverage based on their citizenship status (Sec. 1). 

• Requires the Department of Social Services to submit a state plan amendment or waiver for approval by the federal Centers for Medicare and Medicaid Services to provide prenatal coverage within 30 days after the effective date of this bill (Sec. 2).

• Requires the Department of Social Services to determine eligibility for the prenatal care program using the same income limits and methodology used to determine eligibility for Medicaid (Sec. 5). 

• Specifies that no medical services for medical issues unrelated to the pregnancy or separate to the pregnant woman are covered by the provisions of this bill (Sec. 7).

• Specifies that prenatal medical services do not include an abortion, unless an abortion is "necessitated" by a medical emergency (Sec. 8).

• Requires the Department to report at least annually to the legislature on the financial and medical impact to the State of South Dakota on any waivers or state plan amendments to expand medical eligibility or services after January 1, 2014 (Sec. 9).
