Title: 2014-2015 Budget

Vote to adopt a conference report that appropriates funds for fiscal year 2014-2015.

Highlights:

  • Appropriates $254.5 million for class room teachers, whereas $220.6 million was appropriated for the previous fiscal year (Sec. 5). 
  • Requires the base monthly salary for teachers to be based on years of teaching experience as follows (Sec. 9):
    • $3,300 for 0-4 years of experience;
    • $3, 650 for 5-9 years of experience;
    • $4,000 for 10-14 years of experience;
    • $4,350 for 15-19 years of experience;
    • $4,650 for 20-24 years of experience; and
    • $5,000 for 25 or more years of experience.
  • Requires a child’s initial eligibility for subsidized child care to be determined by his or her household’s maximum annual income as determined by the following percentages of the Federal Poverty Level, whereas existing law requires the maximum income to be 75 percent of the state median income, adjusted for family size (Sec. 12): 
    • 200 percent of the Federal Poverty Level for children ages 0-5; and
    • 133 percent of the Federal Poverty Level for children ages 6-12. 
  • Authorizes the State Education Assistance Authority to award a student a scholarship grant of up to $2,100 to attend a nonpublic school if the student meets the following criteria (Sec. 8):
    • The student qualifies for the federal free or reduced-price lunch program; and
    • The student is a full-time public school student who has not yet received a high school diploma.
  • Requires the University of North Carolina to use $2 million appropriated to it in the 2014-2015 fiscal year to support the Union Square Campus (Sec. 11).
  • Establishes the “Film and Entertainment Grant Fund” to award grants to certain motion picture, television, and commercial productions within the state (Sec. 15).
  • Prohibits a state or local governmental entity from procuring or operating an “unmanned aircraft system” or disclosing personal information about any person acquired through the operation of an unmanned aircraft system without the approval of the state’s Chief Information Officer (Sec. 7).
  • Specifies that the general assembly will address Medicaid-related issues during a special session in November 2014 (Sec. 12).
