Title: Repeals Common Core Standards

Vote to adopt a conference report that repeals the Common Core standards and establishes new educational standards.

Highlights:

  • Requires the State Board of Education to conduct a comprehensive review of all currently adopted English Language Arts and Mathematics standards and propose modifications so that these educational standards meet all of the following criteria (Sec. 1): 
    • The standards increase students' level of academic achievement;
    • The standards meet and reflect North Carolina's priorities;
    • The standards are age-level and developmentally appropriate;
    • The standards are understandable to parents and teachers; and 
    • The standards are among the “highest standards” in the nation.
  • Establishes the Academic Standards Review Commission to review and modify the current educational standards (Sec. 2).
  • Specifies that the Academic Standards Review Commission will be composed of the following individuals (Sec. 2):
    • A total of 4 members appointed by the President Pro Tempore of the Senate;
    • A total of 4 members appointed by the Speaker of the House of Representatives; 
    • A total of 2 members of the State Board of Education; and 
    • A total of 1 member appointed by the Governor. 
  • Authorizes the President Pro Tempore of the Senate and the Speaker of the House of Representatives to consider certain individuals including, but not limited to, the following individuals when selecting their appointees (Sec. 2):   
    • The parents of students enrolled in the public schools
    • The Mathematics and English Language Arts teachers; 
    • The Mathematics and English Language Arts curriculum experts;
    • The school leadership, including principals and superintendents; 
    • The members of the business community; and 
    • The capable members of the postsecondary education community who are qualified to assure alignment of standards to career and college readiness. 
  • Specifies that the provisions of this bill do not prevent the State Board of Education from the use of national or international curricula such as the Advanced Placement or International Baccalaureate Programs (Sec. 4). 
  • Requires the State Board of Education to report to the Joint Legislative Education Oversight Committee on the implementation of new assessment tools to measure student achievement on the educational standards by July 15, 2015 (Sec. 5).
