Vote to concur with Senate amendments and pass a bill that extends the voter registration period and the early voting period for the November 2014 general election.

Highlights:

  • Extends the grace period for voter registration and submitting change of address forms through Election Day for the 2014 general election (Sec. 900).
  • Authorizes an individual to cast a provisional ballot if that individual registered to vote during the grace period on the day before Election Day or on Election Day during the 2014 general election (Sec. 900).
  • Authorizes a “qualified” individual to register to vote or submit a change of address form at an early voting polling place (Sec. 900).
  • Extends the early voting period for the 2014 general election through the second day before Election Day (Sec. 900).
  • Exempts an individual who votes early during the 2014 general election from being required to present an identification card in order to vote (Sec. 900).
  • Requires an election authority that has one of the following universities in its jurisdiction to conduct in-person absentee voting on Election Day in a “high-traffic” location on campus (Sec. 900):
    • University of Illinois at Urbana-Campaign and at Springfield;
    • Southern Illinois University at Carbondale and at Edwardsville; 
    • Eastern Illinois University;
    • Illinois State University;
    • Northern Illinois University; and 
    • Western Illinois University at Macomb and at Moline.
  • Requires each election authority in a county with a population greater than 100,000 but no more than 250,000 individuals to establish at least 1 polling place for in-person early voting (Sec. 900). 
  • Requires an early voting polling place to remain open for specific hours, including, but not limited to, remaining open from at least 9:00 A.M. until 7:00 P.M. beginning 8 days before Election Day (Sec. 900).
  • Requires the State Board of Elections to submit a question to the voters during the 2014 general election that would increase the adult hourly minimum wage to $10 by January 1, 2015 (Sec. 5).
