Highlights:

  • Requires a dispatcher in a “commercial ridesharing arrangement” to carry commercial liability insurance for the “dispatcher,” the driver, and the vehicle used during the period when the driver or the vehicle is available for dispatch, or while a passenger is in the vehicle for the purposes of the  “commercial ridesharing arrangement” (Sec. 10).
  • Defines “commercial ridesharing arrangement” as a ridesharing arrangement in which the transportation is performed with a vehicle owned or leased for personal use, is for no more than 6 individuals, is prearranged through a dispatcher, and for which a fee is charged (Sec. 10).
  • Defines “dispatcher” as an individual who facilitates a connection between drivers and passengers for a commercial ridesharing arrangement using telephone, internet, smartphone, or an electronic application, with or without an account set up between the passenger and the dispatcher (Sec. 10).
  • Requires a driver who participates in a commercial ridesharing arrangement for more than 18 hours per week to obtain the following items (Secs. 5 & 10):
    • A local chauffer’s license, if available; and
    • A “distinctive” vehicle registration plate issued by the Secretary of State.
  • Requires a vehicle used for a commercial ridesharing arrangement for more than 18 hours per week to pass local safety inspections and meet the local vehicle age requirements for transporting passengers for hire (Sec. 10).
  • Prohibits a commercial ridesharing arrangement from picking up or dropping off passengers at any designated taxicab stands, queues, or loading zones (Sec. 10).
