Title: Requires Salary Payments to State Legislators

Vote to concur with House amendments that requires salary payments to state legislators and judges.

Highlights:

  • Prohibits the funds for the salaries for members of the General Assembly and judges from being less than the funds made available in the previous fiscal year, beginning July 1, 2014 (Sec. 50). 
  • Prohibits the funds for “legislative operations” from being less than the total appropriations made available for “legislative operations” in the previous fiscal year, beginning July 1, 2014 (Sec. 50).
  • Defines “legislative operations” as spending on certain operations that include, but are not limited to, the following (Sec. 50): 
    • Office of the Auditor General;
    • House of Representatives; and
    • Senate.
  • Requires the following appropriations to be considered a “continuing appropriation” if the funds available are insufficient to meet the provisions of this bill (Sec. 50): 
    • Salaries of the General Assembly; 
    • Salaries of judges; and
    • Legislative operations. 
  • Authorizes the State Treasurer and the State Comptroller to make transfers out of special funds of the state to the General Revenue Fund and Health Insurance Reserve Fund  as guided by the governor, beginning July 1, 2014 to June 30, 2015 (Sec. 65).
