Title: Requires Local Boards to Offer Certain Addiction Treatments

Vote to pass a bill that requires local governmental boards to offer certain drug addiction treatment services.

Highlights:

  • Requires the Director of the Mental Health and Addiction Services to withhold all funds from a local county Board of Alcohol, Drug Addiction, and Mental Health Services if the local board fails to offer a full spectrum of opioid and co-occurring drug addiction treatments that include, but are not limited to, the following services (Sec. 1):
    • Ambulatory and sub-acute detoxification;
    • Non-intensive and intensive outpatient services;
    • Recovery housing; and
    • Additional components determined “necessary” to establish a full spectrum of care for all levels of treatment services. 
  • Requires each local county Board of Alcohol, Drug Addiction, and Mental Health Services to identify funds available for full spectrum care in a report submitted to the Department of Mental Health and Addiction Services (Sec. 1). 
  • Requires the Department of Mental Health and Addiction Services to pay the following percentages for the capital or leasing costs of recovery housing in certain counties (Sec. 2):
    • 50 percent of the costs if recovery housing exists within the county; and
    • 90 percent of the costs if no recovery housing exists within the county.
