Vote Smart's Synopsis:

Vote to pass bill that amends the process for an individual to buy or sell a salvage vehicle.

Highlights:

• Authorizes certain individuals to purchase salvage motor vehicles from salvage motor vehicle auctions and pools, including, but not limited to, an individual who has not purchased more than 5 salvage motor vehicles in the current year and is not otherwise licensed to purchase salvage motor vehicles (Sec. 1).

• Prohibits an individual from selling salvage motor vehicles at retail without a salvage motor vehicle dealer, auction, or pool license, unless the individual’s purchase and sale of the vehicles is “incidental” to their primary business (Sec. 1).

• Requires every salvage motor vehicle auction and salvage motor vehicle pool to maintain an electronic record of all salvage motor vehicles sales information and verify a purchaser’s qualifications in the following ways (Sec. 1):
• By obtaining a copy of the authorized purchaser’s valid form of government-issued identification; 
• By obtaining a copy of the authorized purchaser’s valid purchasing license required for doing business; and
• By obtaining a declaration from any non-licensed authorized purchaser that they have not exceeded the maximum purchase limit for the year or that they are authorized by a non-licensing state or jurisdiction.

• Prohibits a salvage motor vehicle auction or pool from knowingly selling a salvage motor vehicle to an individual who is not an authorized purchaser (Sec. 1).

• Requires the registrar of motor vehicles to develop a statewide database for the information collected under the provisions of this bill (Sec. 1).

• Requires the registrar of motor vehicles to issue a salvage certificate of title to a purchaser of a salvage motor vehicle that contains a notice that the vehicle is salvaged and may not be resold without disclosing this fact (Sec. 1).
