Title: Establishes a Moratorium on Hydraulic Fracturing

Vote to pass a bill that establishes a moratorium on hydraulic fracturing until a scientific study on well stimulation treatments is completed.

Highlights:

  • Prohibits all “well stimulation treatments” from occurring until the following criteria are met (Sec. 5):
    • The independent scientific study on “well stimulation treatments” is completed;
    • The Secretary of the Natural Resources Agency convenes a committee to review the scientific study; and
    • The governor determines that the “well stimulation treatments” do not create significant adverse impacts to public and environmental health.
  • Defines “well stimulation treatment” as any treatment of a well designed to enhance oil and gas production by increasing the permeability of the formation or flow of the fluid through a well, including, but not limited to, hydraulic fracturing treatments (Sec. 2).
  • Extends the completion date for the scientific study on well stimulation treatments from January 1, 2015 to June 30, 2016 (Sec. 3).
