Title: Increases the Minimum Wage

Vote to concur with Senate amendments and pass a bill that increases the minimum wage, effective August 1, 2014.

Highlights:

  • Requires a “large employer” to pay an employee the following minimum wage (Sec. 2): 
    • $8.00 per hour, beginning August 1, 2014; 
    • $9.00 per hour, beginning August 1, 2015; and
    • $9.50 per hour, beginning August 1, 2016.
  • Defines “large employer” as an enterprise that has an annual gross volume of sales or business greater than or equal to $500,000 (Sec. 2). 
  • Requires a “small employer” to pay an employee the following minimum wage (Sec. 2): 
    • $6.50 per hour, beginning August 1, 2014;
    • $7.25 per hour, beginning August 1, 2015; and
    • $7.75 per hour, beginning August 1, 2016.
  • Defines “small employer” as an enterprise that has less than $500,000 in annual gross volume of sales or business (Sec. 2). 
  • Authorizes an employer of an employee who is under 20 years of age to pay for the first 90 consecutive days of employment the following minimum wage (Sec. 2):  
    • $6.50 per hour, beginning August 1, 2014;
    • $7.25 per hour, beginning August 1, 2015; and
    • $7.75 per hour, beginning August 1, 2016.
  • Requires an employer that is a hotel, motel, lodging establishment, or resort to pay an employee who receives food or lodging benefits by contract, if the employee has a J-1 nonimmigrant visa, the following minimum wage (Sec. 2):   
    • $7.25 per hour, beginning August 1, 2014;
    • $7.50 per hour, beginning August 1, 2015; and
    • $7.75 per hour, beginning August 1, 2016.
  • Requires an employer to pay an employee under the age of 18 the following minimum wage (Sec. 2): 
    • $6.50 per hour, beginning August 1, 2014;
    • $7.25 per hour, beginning August 1, 2015; and 
    • $7.75 per hour, beginning August 1, 2016. 
  • Requires the Commissioner of Labor and Industry before August 31 of each year, beginning in 2017, to adjust the minimum wage for inflation by the lesser of the following (Sec 2.): 
    • 2.5 percent, rounded to the nearest cent; or  
    • A percentage increase calculated by the Commissioner, rounded to the nearest cent.
  • Authorizes the Commissioner of Labor and Industry to block the minimum wage adjustment for inflation from taking effect, in the case of a potential state economic downturn (Sec. 2).
