  • Prohibits a voter from changing his or her party affiliation after the candidate registration deadline and before the primary election results are certified, whereas existing law prohibited a voter from changing his or her party affiliation no later than 14 days prior to a primary election (Sec. 1). 
  • Repeals the statue that prohibits a voter from receiving the ballot of a party with which the voter is not affiliated (Sec. 2).
